An index of major laws passed during each Congress is provided in the research database Congressional Publications.  To access the database, please go to the Library homepage at  >  Databases by subject.  You may be prompted for your username and password. You can access databases either by subject area or alphabetically by name of database.  Once in the database, click on the HELP link (the question mark) located in the upper right corner of the screen.  Once on that page you will see a link across the top for "Major Laws."  That will bring you into the index.  You can click on the particular congress you are interested in.
